Most wars are the result of exigent circumstances so the very idea is impractical. Second and perhaps more importantly, Article I of the Constitution give Congress sole authority to declare war.

Of course not. You can’t conduct national security by referendum. We need the ability to respond quickly, and Congress provides the democratic check.
