Should SNAP food-stamp benefits require most adults under 65 to work to qualify?
New SNAP food-stamp rules taking effect Oct. 1 raise some payments but expand work requirements, forcing many adults under 65 without young kids to work or train to keep benefits.
I generally agree with dagman but how do we define a set of rules that weeds out the deadbeats without accidentally removing the needy. What happens in periods of high unemployment? What happens to children of deadbeats?
Ideally you exempt disability and caregiving, allow good-cause exceptions, and suspend requirements where jobs are scarce. The hard part is administering that without adding layers of bureaucracy and loopholes for abuse.
For those able to work, yes. The challenge is defining fair exceptions and applying them consistently.
