Hard deadlines have some appeal when talking about a common good like the environment. I generally prefer carrots to sticks, though.

The deadline should be aggressive but realistic. Considerable infrastructure needs to be built out as a leading edge; a fleet of EVs without dense nationwide charging capacity simply trades one problem for another.
