Congress has the Constitutional responsibility to declare war. The War Powers Act, drafted to give the president the ability to address exigent circumstances, has a 60 day limit demanding that hostilities cease absent Congressional approval. We're way past 60 days and that neutered hamster Mike Johnson hasn't done anything about it.
