I don’t understand how the cap would be enforced on resellers. At the very least, I would expect a black market for resale. If someone wants to pay for the right to go to a show without having waited in line, and if someone else who obtained an early ticket is willing to sell it to them, why do we want to prevent both parties from engaging in a transaction that makes them both better off?
Agree. Who are we to stand in the way of a willing buyer and seller. I do, though, wish there were better ways to keep bots and bulk resellers out of the loop.
