The right to bear arms is federal by definition; the Second Amendment. The United States has a third world murder rate and an appalling record of mass shootings. Short of repealing the Second Amendment or modifying it (an approach I certainly would approve of) emplacing reasonable regulations is essential.

As with other regulation, there's the question of whether it's best set at the federal, state, or local level (or some might argue not at all, in cases). Is there a strong case to avoid a patchwork of standards here? I'm not sure there is.
