Hopefully they could, but I think people with strong values, common sense, and the ability to listen more than speak would do well whether they passed or not.
If "Yes" wins, who writes the test and who grades it, some federal board, the states, a private company? Whoever controls the questions controls who gets on the ballot.
The hard question is just what constitutes "competency". Our current mechanism of measure has mostly failed us this century
