U.S. Southern Command resumed strikes on suspected drug-smuggling vessels in the eastern Pacific and Caribbean after a two-month pause, killing two people in a Monday strike; the Pentagon says the roughly year-long campaign has killed at least 223 people, without providing evidence the boats carried drugs.
