Congress has slowly emasculated itself over decades while the executive has amassed ever more power. This Donald Trump administration is the apotheosis of that trend, the Speaker of the House, a weak puppet dancing to his master's tune, a Congress dominated by fearful men and women unwilling to challenge a president who is demonstrably weakening the nation.
By law the executive must execute the budget law passed by congress. Sequestering funds has been ruled illegal.
