We do not live in an oligarchic autocracy. Yet. The Constitution is clear, Congress draws the map, the executive follows it. Congress has slowly emasculated itself over decades while the executive has amassed ever more power. This Donald Trump administration is the apotheosis of that trend, the Speaker of the House, a weak puppet dancing to his master's tune, a Congress dominated by fearful men and women unwilling to challenge a president who is demonstrably weakening the nation.
By law the executive must execute the budget law passed by congress. Sequestering funds has been ruled illegal.
