The bar is the voice of the people. Recall votes are a clear statement of voter unhappiness. While most gubenatorial recall efforts are unsuccessful, they still send an unmistakable message.

if you say "yes," what's the bar? a bad approval poll or an actual crime? recall rules only work if you can name the line before you need it.
